About David Green

	Professional Experience and Qualifications

Dr. David Green is an independent consultant, with broad international experience, specialising Environmental Impact Assessment, Environmental Audit, Environmental Planning and Environmental Management Systems, with extensive experience in environmental health and pollution control indoor air quality, acoustics and noise control, contaminated land and asbestos abatement.

Thirty years experience in environmental pollution, twenty years experience in EIA and five years' in enforcement and administration of environmental legislation with Local Authorities. Dr Green began work in environment fields in Europe (1979) and has worked internationally (1990 to date) including commissions for blue chip clients and development agencies (IBRD and ADB).

Management of major Environmental Impact Studies and public consultation for large scale infrastructure, including Statutory EIAs under the EIA Ordinances and the environmental evaluation of strategic planning studies. Capacity strengthening and policy review for international agencies (IBRD and ADB). Participation in 20th Annual International Association of Impact Assessment (HK 2000).

Extensive knowledge of EIA systems, enforcement and technical assessments, chemical and biological monitoring techniques for aquatic & terrestrial environments and of monitoring techniques for air quality, noise, chemicals, asbestos, dust, and other pollutants.

Client: Joint Venture Private Consortium

Start: 2002

Dr David Green was retained by a joint venture private consortium to conduct an Environmental Policy Review to support a business plan for a proposed white oil pipeline and depot to serve Manila, Philippines. Tasks included a review of the impact of the environmental regulatory system on the business plan and the requirements for an Environmental Impact Statement for the facilities. Read more >>

Project: Asbestos Removal, Kowloon Cricket Club, Asbestos Management.
Client: Kowloon Cricket Club.

An Asbestos Management Plan was prepared for the club in 2001 that provided operational measures needed for careful monitoring and observation of ACM which was due to be removed at a later date. In 2003, prior to the renovation of the Kowloon Cricket Club, David Green completed all aspects of asbestos investigation, abatement planning, tender assessment and contractor supervision for the removal of asbestos acoustic plaster in the squash courts and trophy room. As Associate Director for his previous employer Dr David Green took up the role of Project Manager for the Highways Department’s internal environmental monitoring and audit team, seconded from the employer. Project: National Highway Sector Development Project Review Bypass Options

The A012 Puttalam to Anuradhapura is at the west end of the A012 in Sri Lanka's North Western Province and to the south of the Wilpattu National Park. There is ample RoW to allow improvement for most of it's length. However, in the Puttalam area, west of km2 the road passes over a railway level crossing and through the urban area, past three schools and through the market in the town centre. Read more >>

The ADB project loan provides funding for the construction of the southern 60km stretch of the 150km highway and aims to improve improved road transportation between Colombo south to Mattara. Spur roads are provided to the coast to relieve congestion on existing roads and improve overall transport efficiency. Tasks included a review of the environmental management plan approved by Central Environmental Authority of Sri Lanka and review of monitoring reports. Read more >>

The Karuwalagaswewa (Tabbowwa) wildlife sanctuary is in Sri Lanka's North Western Province and was created to encompass traditional elephant migration paths which cross the existing A012 road. The project road is the western 70km stretch of the A012 from Puttalam to Anuradhapura. Read more >>

The redevelopment of dilapidated areas of Hong Kong is led by the Urban Renewal Authority. The Comprehensive Implementation Planning Study was undertaken for the redevelopment of Kwun Tong Town Centre, Hong Kong.
