The ADB project loan provides funding for the construction of
the southern 60km stretch of the 150km highway and aims to improve
improved road transportation between Colombo south to Mattara. Spur
roads are provided to the coast to relieve congestion on existing roads
and improve overall transport efficiency. Tasks included a review of
the environmental management plan approved by Central Environmental
Authority of Sri Lanka and review of monitoring reports. Field visits
identified some environmental issues related with 4 lane proposals.
Benefit monitoring and evaluation framework proposals will ensure
appropriate environmental components are monitored for compliance with
environmental standards.
David Green conducted the implementation stage review of
environmental aspects in the overall progress of the ADB-financed
section of the STDP including progress with environmental safeguards
and Compliance Review Panel recommendations. As Environmental
Specialist, David Green advised the mission leader on all aspects of
Environmental Management Program and particularly the implementation of
environmental mitigation measures with respect to ADB standards,
stressing the need for timely implementation of all social and
environmental safeguards.

Environmental implications of the Government’s request for
additional funding upgrade the ADB-financed road section to 4-lanes
were assessed. The scoping and progress of the Supplementary EIA for
4-laning and inception report were also reviewed to ensure conduct of
the Environmental Impact Assessment under ADB and Sri Lanka Government
regulations.
